The FTO course is broken down into two phases, Phase I and Phase II. 

Phase I introduces the student to the history and mission of the FTO program.  How the FTO program was started and why the importance of having a FTO train and monitor officers under his/her purview.  The phase I course covers the importance of both the teaching mechanics to officers, as well as the importance of identifying areas for the officer to improve.  The importance of conducting documentation and records of counseling with younger officers as a supervisor.  The importance of communication is between the FTO and the officer being supervised. Phase I covers to whom the reports of documentation are supplied and how the young officer conduct themselves with other officers, as well as the public.  This initial phase of the FTO program introduces the student to the importance of both legal and civil aspects of the lack of satisfactory supervision of a young officer, may impact themselves, as well as the department or jurisdiction.

Phase II introduces the FTO student to the correct way to conduct a DOR.  Where and when the report should be submitted.  Phase II also trains the FTO student on ways and means of correcting problem areas with younger officers he/she is supervising.  The documented means of corrective measures taken by the FTO and how his/her role as a FTO will improve the work ethics of the younger officers under his/her supervision.  In this portion of the FTO course, the FTO student will learn the importance of teaching and mentoring younger officers during the training period. 

The FTO students will learn the necessity of communication between his/her superiors on the progress or lack thereof of the young officer(s) under their training.  The students will learn ways to improve the work ethics, and the conduct of the young officer.  Students will learn importance of cross-training young officers into different areas within the department and help the officer understand how the department operates.

Phase II also stresses the importance and determination to help an officer improve in weak or poor areas, and how this documentation may assist the department in a wrongful termination lawsuit filed by a dismissed officer.  Officers attending the FTO Phase I course must return and successfully complete Phase II course in order to graduate from the FTO course and receive a certificate. 

This class is limited to 20 students.
