FY2024 JAG Drug Court Request for Proposal (RFP) – Read Before Applying

Background
The Division of Public Safety Planning has limited funds available to support Drug Court programs through the U.S. Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) Program. All applicants must review the FY2024 JAG Drug Court Request for Proposal (RFP) before completing the application packet.
Applicants must complete and submit the full application packet—including the application form, data sheet, FY2024 Certifications and Assurances, SAM/UEI documentation, and the Application Checklist—no later than Monday, December 15, 2025.
Due to the Office of Justice Programs' relocation in December, all applications must be submitted by email to OJP@dps.ms.gov.
Applications submitted by mail, fax, or hand-delivery will not be accepted, and late submissions will not be honored.
Applicants are required to include an abstract addressing the following:

The problems facing the Drug Court program and the demonstrated need for JAG assistance

Cases involving substance-abusing parents and children who are involved in the court system
-
Cases involving parents in danger of losing custody due to untreated alcohol or drug addiction
-
How the court will integrate substance-abuse treatment and counseling to benefit participants in youth and family drug court programs
Incomplete applications will not be considered for funding.
Program Purpose Areas
The purpose of this funding is to support certified Drug Court programs by addressing their most urgent operational and treatment needs. JAG Drug Court funds may be used for:

Training
-
Equipment
-
Travel
-
Supplies
Funding levels depend on the amount of state allocation available for this program category.
Targeted Funding Areas

Operating expenses such as drug-testing kits

Treatment services
All expenditures must occur within the established grant period, and expenditures dated prior to the start date are not allowable. Applicants must maintain an active UEI/SAM.gov registration and include verification with the application. Handwritten or faxed applications will not be accepted.
Grant Period
The anticipated grant period for FY2024 Drug Court JAG funding is:
January 1, 2026 – December 31, 2026
Equipment and commodity-related purchases may be approved for a shorter six-month period. All awards are contingent upon the availability of federal funding and are not guaranteed.
Special Conditions

This is a one-year grant award; once funds are expended, the grant expires.

Funds must supplement, not supplant, existing local funding.

Subgrantees must retain all documentation for monitoring and auditing purposes.

Each subgrantee will receive at least one on-site compliance monitoring visit during the grant period.

The PMT Coordinator’s name, email address, and phone number must appear on the front page of the application.
Budget
There is no match requirement for FY2024 Drug Court JAG applications.
Applicants must complete Part 6 – Budget Detail Worksheet, providing clear, itemized explanations of all requested expenditures. Budget details will be used to develop approved subgrant contracts.
